60th independence day

So, its 60th independence day of India. Everybody is doing analysis of these 60 years. I don't understand what they are talking about? Take, for example, Times Of India - the newspaper has its front page D.O. - what does this mean? We are not doing anything up to now? Or does the paper think that after we read this message, we will start doing 'stuff' instead of sitting on our haunches as we (supposedly) do now?
